I am trying to make external CLI application using NXOpen with visual studio.
When i was looking for the folder
%UGII_BASE_DIR%\UGOPEN\vs_files\VC\VCWizards
I found that UGOPRN directory is empty
there is only one file "libnxopencpp_cablerouter.lib", i cant find other files mentioned in in the developer guide at https://docs.plm.automation.siemens.com/tdoc/nx/10/nx_api#uid:index_nxop...
Should I reinstall NX, did I miss something?
should I have Author License to have these files installed?

During the install, you might need to specify that you want the programming tools installed. I think they are an option during the install process.
The link you posted didn't work for me, but it looks like it is for NX 10 documentation. I just so happen to still have NX 10 installed; when I open the UGOPEN directory in the windows explorer, it reports 639 items. So, assuming the programming tools were installed, it should not be empty. FYI, you do NOT need to have an author license to install these files (source: I do not have an author license).
If they were simply not installed the first time, run the installer again (no need to uninstall first) and specify that you want to install the programming tools. The installer should update your install with the options you choose.

I am using NX Could Connected 2206, I install using Siemens Software Center, once I install there is no any options there, I remove and reinstall still the same

I'm not familiar with the cloud version of NX. I'd suggest contacting your value added reseller (VAR) for support.
